签证颁发国根据本国法规和国际惯例,给予持证人应有的尊重和礼遇。中国礼遇签证发给来华访问的卸任外国元首、政府首脑、国会议长、最高法院院长、外交部长、前驻华大使、其他高级官员、知名人士及其随行配偶和未成年子女,未持用外交护照的有影响的外国在野党领袖以及发证机关认为应发给礼遇签证者。

(五)普通签证

普通签证(Visa)是一国政府主管机关依法为进人或经过该国国境应当给予普通人员待遇的人士所颁发的签证。普通签证一般发给持普通护照或其他有效的国际旅行证件的人员。中国普通签证发给因下列事由来中国的外国人,并在签证上标明相应的汉语拼音字母:

D字签证发给来中国定居的人员;Z字签证发给来中国任职或者就业的人员及其随行家属;X字签证发给来中国留学、进修、实习六个月以上的人员;

F字签证发给应邀来中国访问、考察、讲学、经商、进行科技文化交流及短期进修、实习等活动不超过六个月的人员;L字签证发给来中国旅游、探亲或者因其他私人事务人境的人员;

(六)移民签证和非移民签证

美国将普通签证分为移民签证和非移民签证两类。

1、移民签证

移民签证(Immigrant Visa)指美国领事官员在其驻外办事处中依据美国法典第8编第12章有关条款的规定签发给符合移民条件的外国移民的签证,准持证人凭此种签证以移民身份进人美国,并在4个月内申请外籍人登记卡(Alien Registration Receipt Card),俗称绿卡(Green Card),获得在美国的永久居留权。

有资格申请移民签证和绿卡的外国人为:美国公民的直系亲属,美国公民或永久居民的亲属,美国雇主所需要的有工作技能的人和美国移民法规定的特殊移民者。由美国公民、绿卡持有者的亲戚或美国雇主和公司作为请求者(Petition)所担保的申请移民的外国人在一定条件下也可获得移民签证和绿卡。

2、非移民签证

非移民签证(Nonimmigrant Visa)指美国法典第8编第12章授权的主管官员正当地签发给任何一个符合非移民资格的外国人的一种签证。这种签证是暂时性的。美国主管当局根据申请人前往美国的不同目的,将非移民签证分为37种,每种签证均由一个英语字母和一个数字为代号。

如访问者签证(B-1和B-2)、临时性工人签证(H-1)、临时性非农业工人签证(H2B)、培训者签证(H-3)、学生签证(F-1和M-1)、交换人员签证(J—1)等。取得非移民签证,就意味着美国政府允许持证人在美国停留期间进行符合这种签证种类的活动。加拿大等接受移民的国家也颁发类似美国的移民签证和非移民签证的签证。

签证在其发展过程中有不同的形式和称谓。例如,签注式签证,印章式签证,贴纸式签证。还有机读签证,个人签证,团体签证等。

(一)签注式签证:指在有效护照上做简单的文字签注,注明准予持证人入出境的具体要求。早期的签证多采取此种形式。

(三)贴纸式签证:贴纸式签证是将签证的内容按照固定的格式做在签证专用纸上,用不粘胶将做好的签证贴在申请人的护照上。贴纸签证通常是用计算机打印制作。美国的贴纸签证还将申请人的照片扫描在签证纸上。加拿大的贴纸签证上无申请人的照片,但附有防伪标记,并用塑封技术将此部分塑封。

(四)另纸签证:另纸签证指做在与护照或护照代用证件分离的单页纸上的签证,是签证的一种特殊形式,必须与申请人所持的护照或证件同时使用。另纸签证颁发的对象一些国家有不同的规定。例如,前苏联曾规定,除外交签证做在外交护照上外,为持其他种类护照的申请人颁发一种“三联单”式另纸签证,随护照同时使用。

中国的另纸签证则颁发给签证机关认为不适宜在护照上做签证的申请人。这类另纸签证的下方须加签“本签证须与XX号XX国护照同时使用”;发给一些未建交国人员的另纸签证,其下方须加签“本签证系发给XXX先生(女士)”,这里的姓名一定要与持照人护照上的姓名完全一致。

(五)机读签证:机读签证(Machine Readable Visas-MRV)指适于用机器阅读的签证。国际民航组织机读旅行证件咨询部在机读护照技术要求的基础上,开发和制定用机器阅读和识别签证的技术要求,以实现用机器阅读签证的目标,为简便国际旅行手续提供新的技术手段。
